Prescription Advantage List (PAL) A voluntary prescription guideline program developed by clinicians in Community Care of North Carolina, (CCNC), to help providers realize critical cost savings in North Carolina’s Medicaid prescription drug program. Currently, annual expenditures for prescription drugs in the Medicaid program are more than $1 billion, 20 percent of total Medicaid expenditures for North Carolina . As of September 2004, drug costs of Medicaid participants were lowered 22 percent through use of the PAL. By the end of 2004, drug savings are estimated to be $9 million. It is clear that pharmacy is one of the most costly components of the Medicaid budget.
